I sent an email to Norwegian POT (Norwegian surveillance police) and another to the Norwegian defence intelligence service
about 5 months before 9.11, in which I encouraged them to consider risks related to use of passenger airplanes as weapons. I share information about it in the videos under. The two authorities were the "last on the ball" as far as I know in Norway and had a natural responsibility to consider associated risks.
